Fort Bliss Black Start Exercise
The Fort Bliss Black Start Exercise was conducted on March 13. At approximately 9:30 a.m. that day, the planned power outage was executed, and the following events took place:
- Our main inpatient hospital facility and Emergency Department went on back-up generator.
- Outpatient clinics were without power and were unable to perform patient care. Fort Bliss located outpatient clinics, Mendoza, SFMC and East Bliss, closed and the El Paso community based medical homes, Rio Bravo and Desert Sage, remained open for patient care. Appointments were cancelled and/or rescheduled.
- The appointment line was offline. Patients were encouraged to use MHS GENESIS patient portal to manage their appointments with their healthcare team.
- The WBAMC out-patient pharmacy at Freedom Crossing was closed. Only the main pharmacy at the hospital was operable. Scripts Centers located at Freedom Crossing and the hospital were inaccessible.
- Access to the gate was not affected.
